Training Courses for Social Workers
Purpose
Build capacity for identification, protection and reintegration of victims of trafficking in countries of the Black Sea region; promote agreements/memorandums of understanding between governmental agencies and NGOs on the provision of services to victims of trafficking

social workers trained: staff of social services and shelters in the countries of Black Sea region are well aware on the specifics of providing support to migrants deported to countries of origin, to illegal migrants in countries of destination, as well as the specifics of social rehabilitation of victims of trafficking

Expected Results
Social workers provide better services to victims and identified victims of trafficking have better access to social support
Victims of trafficking are officially identified as such and provided with the status of a victim
They have full access to assistance and benefits stipulated by law (rehabilitation services, social/medical services, residence permits, due protection by law, material compensation etc.)
General Scope of Activities
Development of training program for social workers
Operation of a Training Centre for social workers from countries of the Black Sea region
Training programs for both courses
including the distance learning course will be worked out and adopted by the internationally recruited experts from Georgia, Ukraine and Greece
As a basis will be used the PHDS previous experience in conducting the similar training courses for law-enforcement officers and social workers from South Caucasus within the framework of recently accomplished project “NGO and Governmental Cooperation across the South Caucasus to Develop a Joint Response to Trafficking in Women and Children”
Selection of experts as well as the recruitment of course participants is sole responsibility of Program partners in the respective countries, namely: PHDS in Georgia, LaStrada in Ukraine and KEPAD in Greece.
Content of the course for Law Enforcements:
Local versus international legislation on migration and trafficking
Roots and causes of illegal migration and trafficking
Review of the current situation with illegal migration and trafficking in the countries of the Black See region, modern trends and challenges
State bodies and auxiliary institutions dealing with trafficking and illegal migration
Intergovernmental partnership and cooperation in investigating the trafficking crimes
Specifics of illegal labor migration
World most widely used approaches and practices in revealing and investigating the trafficking crime and cases of illegal migration
Peculiarities of criminal proceedings, methodologies applied and criminological problems faced while investigating the trafficking crimes
Court examination of trafficking cases
Provision and protection of rights of trafficking victims and those suspected in trafficking crimes during the court examination
Ethics and psychology of accusation and protection in trafficking crimes
Civil claim in criminal procedures in relation with trafficking matters
Appeal/cassation process on trafficking matters

Specifics in working with most vulnerable victims of trafficking, such as the children, alcohol and drug addicts and those leaving with tuberculosis, HIV/AIDS, STD and other socially hazardous diseases
Interrelation of social and health care and challenges in meeting the health care needs
Curriculum
The curriculums for both courses will be worked out based on the already existing curriculums of PHDS Training Center for law-enforcement officers and social workers developed in the frames of PHDS previous project
“NGO and Governmental Cooperation Across the South Caucasus to Develop a Joint Response to Trafficking in Women and Children”
The curriculums will be further developed / expanded with support of experts from Ukraine and Greece and enriched with valuable experience of LaStrada and KEPAD in the concerned areas
The distance learning curriculum for law-enforcement officers will be elaborated in the same manner using the PHDS 2007-2008 training experience in South Caucasus
Each partner organization will provide two experts per course which suppose to study and revise the existing curriculums and come up with upgraded and agreed commonly version, which presumably will better fit into the regional context and address the training needs of professionals from countries of Black See region
The final drafts of curriculums will be discussed and adopted at the Round Table meeting with participation of all parties concerned
In addition each partner organization will be given an opportunity to collect references / comments / recommendations from the highly recognized professionals in the respective countries regarding the curriculums’ scope and quality
The curriculums’ final versions will be compiled by the PHDS experts with consideration of all recommendations and comments received
